Dual Sim Phone

if you have a dual sim card phone do you have to have the 2 sims in or can you have just one?

I want to bye a phone off ebay but thay all say dual sim, dual sim.
can a dual phone work with only one sim card.

you just need one budy because it can oly hold up to one.
