Can I request reimbursement from the landlord, for not having the working phone line?
I got charged $55 by AT&T for having the technician fix the phone line with no dial tone. So, I am wondering if I can ask my landlord to reimburse that amount since they are supposed to have at least one working telephone line right?

I’m not really sure if they are REQUIRED to have one working phone line. That may be your responsibility. You do have a point in that you paid $55.00 to have a phone line repaired that is a permanent part of that building and you won’t be able to detach it or take it with you when you leave. Therefore, I believe you are owed the money. Maybe you should have asked the landlord if he would reimburse you if you paid to get it fixed before having it done. You can still ask him, all he can say is no, but you may be lucky and he may say yes. Mention to him the fact that you won’t be able to take this repair with you when you leave.
